A: This creature's effect as soon as it is selected as a target for an attack, by any of your opponent's creatures, and before you choose whether or not to block the attack.
Q: What happens if this creature is attacked by a creature with 2000 power or less, and I choose that creature as the target of this creature's effect?
A: The creature you choose as this creature's effect target is destroyed, and there is no battle. Joe's Toolkit is therefore not destroyed via battle.
Q: What happens if this creature is attacked and I choose to block the attack? Can I still destroy a creature by its effect?
A: Yes, you can destroy another creature of 2000 power or less before blocking the attack of whatever other creature is attacking.
Q: What happens if this creature is attacked by a creature with 2000 power or less, and I choose to block that attack... can I still destroy the creature that is attacking using this creature's effect?
A: No. This creature's effect must be activated when it is chosen as an attack target. If you decide not to use the effect then so that you can block for some reason, you can no longer destroy any creature using this effect.
Q: What happens if this creature is attacked by a creature with 2000 power or less, that has a Power Attacker effect that raises its power above 2000? Can I destroy that creature anyway?
A: No. Power Attacker Effects activate instantly as the card is tapped to attack. When Joe is declared as the target of the attack, the Power Attacker creature has already got its extra power.
